<p><P>PROBLEM TO BE SOLVED: To separately compute the deterioration of performance caused by the stain of a tube and equipment of a cold supply system, and to display the diagnosed result of a deteriorated state and a maintenance measure proposal. <P>SOLUTION: A factory shipment time performance computing section 110 of a deterioration diagnosing device 10 computes a coefficient of performance in a factory shipment time of the cold supply system 20, and a tube stain deterioration computing section 120 computes the deterioration of performance caused by the stain of the tube using measured data acquired from the cold supply system 20 and a cold supply system specification DB 310. A tube and equipment stain deterioration computing section 130 computes the deterioration of the entire performance caused by the stain of the tube and equipment, and an equipment stain deterioration computing section 140 computes the deterioration of performance caused by the stain of the equipment by subtracting a deteriorated portion caused by the stain of the tube from the computed result.
