PROBLEM TO BE SOLVED: To provide a method for increasing accuracy in determination between frame coding and field coding without increasing the processing amount of motion compensation.

SOLUTION: A frame coding or field coding determination method includes: a corresponding block specifying step (S12) of specifying, in a reference image, a corresponding block which corresponds to a current block to be coded; a determination indicator obtaining step (S13) of obtaining a determination indicator on the basis of the predetermined corresponding block; and a determining step (S14) of determining the coding method for the current block to be coded by determining one of frame coding and field coding to be appropriate as the coding method for the current block according to the obtained determination indicator.
