<P>PROBLEM TO BE SOLVED: To effectively use a communication network by reducing communication time and communication quantity of the communication network when transmitting probe information to a center apparatus. Ž<P>SOLUTION: When cellular phones 1 to 3 form a group by connecting short-range radio communication links, either one of the cellular phones 1 to 3 transmits probe information and quantity information showing the number of cellular phones belonging to the group to the center apparatus 21 at transmission timing, while the other cellular phones do not transmit the probe information to the center apparatus 21 even at the transmission timing.
