<P>PROBLEM TO BE SOLVED: To effectively promote switching to a newspaper of electronic media to a newspaper subscriber of an existing newspaper of paper media. <P>SOLUTION: An electronic newspaper distribution server 203 distributes electronic newspaper data by which a newspaper page can be reproduced on an electronic terminal through a network. When contract contents recorded in a subscriber database 202 are a newspaper subscription of paper media and a newspaper subscription of electronic data, and satisfy a predetermined determination standard, the electronic newspaper distribution server 203 presents a reduction in subscription fee by a predetermined amount by stopping the delivery of the newspaper of paper media and switching to the distribution of the electronic newspaper data only.
