MOVING IMAGE DECODING DEVICE, METHOD, PROGRAM, AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To provide a moving image decoding device capable of flexibly creating a motion picture thumbnail of a requested specification in accordance with the layout of multi-display and further suppressing deterioration in image quality as far as possible while reducing the amount of processing when creating the motion picture thumbnail.

SOLUTION: The moving image decoding device 100 includes: a variable length decoding part 101 for decoding an orthogonal transformation coefficient for each block of a moving image stream; an inverse quantizing part 103 for applying inverse quantization processing, for each block, to a decoded orthogonal transformation coefficient; an inverse orthogonal transformation part 104 for applying inverse orthogonal transformation processing, for each block, to the inversely quantized orthogonal transformation coefficient; and an inverse orthogonal transformation adaptive control part 102 for adaptively controlling inverse orthogonal transformation processing in the inverse orthogonal transformation part 104 in accordance with distribution state of the orthogonal transformation coefficient for each block decoded by the variable length decoding part 101.
