<p><P>PROBLEM TO BE SOLVED: To reduce block distortion and mosquito noise that occur in a decoded image obtained by dividing an image into blocks, decoding data that have been subjected to orthogonal transformation, quantization and encoding, and performing dequantization and inverse orthogonal transformation. <P>SOLUTION: An image each block of which is encoded is decoded using a predetermined prediction encoding mode, and the decoded image is subjected to filtering.
