<p><P>PROBLEM TO BE SOLVED: To decode data by carrying out error recovery processing in a case where an index error occurs, which is obtained as a result of vector quantization. <P>SOLUTION: A representative vector detection unit 2703 detects a representative vector corresponding to an index corresponding to a nearby block near a block in which an error is present, and an Euclidean space distance operation unit 2705 detects features of the representative vector.
