PROBLEM TO BE SOLVED: To provide a radio communication system for reducing processing load for handover between neighboring base stations when one base station integrally manages radio resources of the neighboring base station, and measuring reception quality in each cell. SOLUTION: In the mobile communication system having a first base station and a second base station, the first base station has: a means for generating a first known signal to be used in common between the first base station and the second base station, and a second known signal to be used uniquely by each of the first base station and the second base station; and a means for wirelessly transmitting the first known signal and the second known signal generated by the generating means to a terminal device connected thereto.
