<P>PROBLEM TO BE SOLVED: To provide an LED lighting device, an LED lamp, and an LED lighting method, wherein energy saving is achieved by using an LED light source, and visible flickering is less made even when dimming is performed by an existing phase control method. Ž<P>SOLUTION: In the LED lamp, a voltage value of power inputted from a light controller is detected, and this detected voltage value and a preset operation reference voltage value are compared to each other (Step S1). In the LED lamp, a DC power is supplied to all of a plurality of LEDs for lighting by constant current control based on a comparison result of voltage values when the detected voltage value is higher than the operation reference voltage value (Step S2). Meanwhile, when the detected voltage value is equal to or lower than the operation reference voltage, some of the LEDs connected in series out of the plurality of the LEDs are lighted by the DC power supplied by voltage control in conformity with the voltage value of the DC power (Step S5).
