PROBLEM TO BE SOLVED: To provide a manufacturing device of an emulsion fuel, which achieves high stirring efficiency, and besides has a simple structure and requires only inexpensive manufacturing and operating costs. SOLUTION: The manufacturing device is equipped with a stirring tank 1 in which a mixed solution composed of a fuel oil, water, and an additive is stirred with a rotary flow in the circumferential direction, at least one fin 10 along the direction of the shaft is made to overhang from the inside surface of the stirring tank 1 toward the center part, and at least one rectangular protruding portion 12 is formed on a side edge near to the center part of the fin 10.
