PROBLEM TO BE SOLVED: To provide a hydraulic driving system of a sluice, which can easily control the ejection direction and ejection amount of a hydraulic fluid without changing the number of revolutions and the direction of the revolution, on the side of an electric motor, which can suppress generation of heat by reducing a burden on the side of the electric motor, and the durability of which can be enhanced; and to provide the sluice. SOLUTION: This hydraulic driving system of the sluice includes: a hydraulic motor 9 which can freely run in two directions for opening/closing a door body 3 of the sluice 1; a variable capacity piston pump 12 which can freely eject the hydraulic fluid in the two directions and which can control the amount of ejection; a closed hydraulic circuit 13 which connects the hydraulic motor 9 and the variable capacity piston pump 12 together; the electric motor 15 for driving a driven shaft 14 of the variable capacity piston pump 12 at a constant revolving speed; and a control device 16 for controlling the ejection direction and ejection amount of the variable capacity piston pump 12.
