<P>PROBLEM TO BE SOLVED: To relax the occurrence of the centralization of position registration, and preferentially to consider calling to a mobile station at that time. Ž<P>SOLUTION: In the mobile communication system for accepting position registration from a mobile station for managing the position of the mobile station, a base station is configured so that a radio zone configured by the self-station is included in the redundant region of the position registration area of the first hierarchy and the position registration area of a second hierarchy whose range is wider than the position registration area of the first hierarchy, and provided with a notification means for notifying the mobile station that it is approaching the boundary of the redundant region. The mobile station includes: a reception means for receiving the information notified from the base station; a detection means for detecting that the radio zone is included in the redundant region, and that the mobile station is approaching the boundary of the redundant area based on the received notification information; and a delay means for, after the detection, delaying the position registration from the position registration area of the second hierarchy to the position registration area of the first hierarchy.
