Ž<P>SOLUTION: An object charging section 120 charges a capacitor C11 to the measuring object voltage V<SB>s</SB>. A reference-charging section 130 charges the capacitor C11 to a reference voltage V<SB>ref</SB>. A discharging section 140 discharges the capacitor C11 at a predetermined circuit time constant τ. An object discharge time measuring section 150 measures the time (object discharge time T<SB>s</SB>), until the charge voltage v<SB>c</SB>of the capacitor C11 becomes, from the measuring object voltage V<SB>s</SB>, a detection voltage V<SB>t</SB>by the discharge of the discharge section 140. A reference discharge time measuring section 160 measures the time (reference discharge time T<SB>ref</SB>), when the charge voltage v<SB>c</SB>of the capacitor C11 becomes from a reference voltage V<SB>ref</SB>to a detection voltage V<SB>t</SB>by the discharging of the discharge section 140. A measuring object voltage calculating section 170 calculates the voltage value of the measurement object voltage V<SB>s</SB>, based on the object discharge time T<SB>s</SB>and the reference discharge time T<SB>ref</SB>.
