Disclosed are a method and an apparatus for encoding/decoding video data. The decoding apparatus of the present invention comprises: a toolbox unit that stores a plurality of function parts; a decoder description interpretation part that extracts functional unit identification (FUID) information from an entered decoder description; a decoder formation part that loads and connects applicable functional units from said toolbox based on said functional unit identification (FUID) information so as to form a recombination decoder; and a decoding solution for decoding input information by using said recombination decoder, wherein said toolbox unit may comprise a plurality of toolboxes into which said functional units are classified and stored by type. According to the present invention, decoder reconfiguration in various forms is possible by using the decoder description.
