PROBLEM TO BE SOLVED: To solve a problem that conventional technology for reducing air resistance values depends on the shapes of objects and has no direct processing to exterior surfaces and the technology for air resistance and technology of considering environment by wind noise are near the limits. SOLUTION: A method is epoch-making for reduction of an air resistance value and reduction of wind noise by forming a vortex layer of air by the arrangement of semispherical and fingerprint-like recessed and projecting parts 2, 4, 5 and causing not resistance between the exterior surface and air but resistance between the air layer and air. With this, in the future, fuel consumption of cars, motorbikes and the like can be improved, the maximum speed in motor sport scenes can be improved, impulsive sound of Shinkansen, linear motor cars, trains and the like when entering tunnels can be reduced, wind noise of them during traveling can be reduced and firing ranges of rockets, missiles and the like can be prolonged.
