<P>PROBLEM TO BE SOLVED: To obtain a radio communication device which detects a packet collision in communication between vehicles. Ž<P>SOLUTION: The radio communication device includes: a reception part 14 which has a threshold for determining whether a packet has been received or not and executes demodulation processing in response to detection of a power equal to or larger than the threshold and detects the occurrence of a packet collision in the case of a failure of correct demodulation; a vehicle information generalization part 11 which determines a degree of importance of a packet to be transmitted, on the basis of user's vehicle information; a timing part 12 which establishes synchronization of slot timing between vehicles and indicates a start timing of carrier sensing; and a transmission part 13 which executes carrier sensing for a time corresponding to the degree of importance in accordance with the start timing and transmits a packet by a data transmission slot when not detecting other carriers but informs of a packet collision by a collision report slot when detecting the packet collision by the reception part 14.
