<P>PROBLEM TO BE SOLVED: To materialize both the safety of a driver' driving and the convenience of a telephone conversation by the driver and its telephone conversation counterpart in the telephone conversation by the driver who is driving a vehicle. Ž<P>SOLUTION: When the driver who drives a vehicle makes the telephone conversation with the telephone conversation counterpart, data containing a receiving voice from the telephone conversation counterpart to the driver is temporarily stored in a receiving cache 122 after the reception. A high load driving state-determining part 128 determines whether or not the driver's driving state is in a high load state which should not listen to the receiving voice, and transfers a determination result on whether or not the driver's running state is in the high load state, to a presence information-generating part 115. The presence information-generating part 115 generates presence information indicating that the driver's driving state is in the high load state or in a low load state to announce it to the telephone conversation counterpart.
