PROBLEM TO BE SOLVED: To provide a planar type electrode capable of performing measurement in a short time, capable of adjusting the amount of a solution and also excellent in the stability of electrode potential. SOLUTION: The planar type electrode has at least an acting electrode 2 and a reference electrode 4. The surface of the reference electrode 4 is covered with a stabilizing layer 12 containing a chloride (e.g., KCl). A hydrophilic cover 13 of which the surface opposed to the stabilizing layer 12 is subjected to hydrophilic treatment is installed so as to cover the superposed part of the stabilizing layer 12 and the reference electrode 4. The hydrophilic cover 13 is installed in a state of having a predetermined gap with respect to the stabilizing layer 12 and the solution is introduced into the gap between the stabilizing layer 12 and the hydrophilic cover 13.
