PURPOSE: A method for monitoring the traffic of a radio frequency by using mode conversion frequency and a radio frequency relay therefor are provided to improve the voice quality of the mobile communications service by managing the relay and recognize the relay of frequent relay station. CONSTITUTION: A communications unit(110) communicates with a base station of a mobile radio communications network and a radio communications terminal. If a traffic signal flows in, the communications unit converts in a sleep mode into an active mode. A traffic information calculator(170) stores mode switching information based on default generation state. The mode switching information of a communications unit and a traffic information output unit stores an MBS(Multicast Broadcast Service) macro. A traffic information transmitter transmits the stored generating traffic status information to a traffic monitoring server.
