PURPOSE: An apparatus and a method for winding wire-rod are provided to control the rotation speed of a roller of a transfer conveyor according to wire winding conditions. CONSTITUTION: An apparatus for winding wire-rod comprises a laying-head(30) and a transfer conveyor(50). The laying-head comprises a head-pipe(32). The head-pipe squirts to face the coiling material to the transfer conveyor and slope. The transfer conveyor comprises a roller(52) transferring the material dropped to the coil type to the laying-head one side. The head-pipe passes through a rotator(36) and is installed on a laying-head frame(34).
