The device has an external fine shell (1) and an internal thick shell (2) connected and fixed with respect to each other by partitions (3). Space (4) is provided between the shells and filled with air to permit floating of a submarine structure. A compressor (C) compresses gas flowing from a ship (N) and inject the gas by using high pressure conduits (5) in the space between the shells to balance pressure of the gas with pressure of water outside the submarine structure during descent phase, where the gas is constituted by hydrogen and oxygen.
