The device has a bracelet (1) forming a main part of a collar, and a set of oblong holes cooperating with fixation units (9) of a derivation plate (12), where the fixation units are screwed to a set of oblong holes of the bracelet to hold the plate. The oblong holes of the bracelet are spaced from a distance corresponding to an involute of nominal diameters of semi-rigid plastic pipes (7) and aligned such that the bracelet at the level of the oblong holes of the bracelet is stopped by using a stop (8) on the units.
