PURPOSE: An apparatus and a method for operating an effective bit in a mobile communication system are provided to reproduce data configured by only minimum effective bits to perform an operation process, thereby reducing a buffer size and hardware design costs. CONSTITUTION: An operational data generator(102) searches an optimum effective bit of input data. The operational data generator generates effective bit information showing a starting location of the effective bit. The operational data generator generates operation data eliminating extra bits. A data restoring unit(106) restores the operation data to be the same as the input data.
