PROBLEM TO BE SOLVED: To simply specify the amount of characteristic of an electromagnetic noise affecting a network.

SOLUTION: The electromagnetic noise diagnostic method includes steps of: transmitting a test frame line in accordance with a predetermined frame condition to a target network 100 by a transmission frame control part 10; calculating a frame loss rate by detecting the returned test frame line through the test target network 100 by a frame loss detection part 20; and comparing the frame loss rate and the characteristic data in the frame condition by an electromagnetic noise analysis part 30. The amount of characteristic of the electromagnetic noise is thereby specified in a short period of time.
