PROBLEM TO BE SOLVED: To provide a forming method of an elastic waist part with a stopper part. SOLUTION: After sticking successively a pair of continuous hook tapes at predetermined intervals along the continuing direction on both sides of a direction crossing a substrate sheet 15b transferring the continuous band shape substrate sheet 15, an individualized stopper part forming sheet 150 is formed by cutting the substrate sheet 15b at predetermined intervals along the transferring direction. The transferring direction of the stopper part forming sheet 150 is turned in 90°. Transferring a continuous band shape body sheet 13 repeatedly having parts to be waist circumference in the longitudinal direction and matching the waist circumference with the longitudinal direction, the stopper part forming sheets 150 are stuck in order so as to stride cross a border 13d of the waist circumference part adjacent the transferring direction in the body sheet 13, to position the border 13d at an area 15c without the hook tape, and to position the hook tape 15 on both sides of the border 13d.
