<P>PROBLEM TO BE SOLVED: To provide an operator identification device and an operator identification method capable of identifying an occupant of operating an onboard device. <P>SOLUTION: This operator identification device 1 has a first oscillator 11 outputting a first identification signal, a second oscillator 12 outputting a second identification signal, a detector 16, a third electrode 15 arranged in an operation part 20 and transmitting the first identification signal or the second identification signal to the detector 16 when a first operator or a second operator contacts, and a controller 18.
