PROBLEM TO BE SOLVED: To provide an apparatus for operating and observing a cell, which eliminates the risk that a cell is carelessly bumped with a cell operation tool. SOLUTION: In the apparatus 10 for operating and observing a cell to introduce a substance into a cell and observe the substance in the cell, a dish holder 20 for loading a dish 16 for culturing a cell is moved in the horizontal direction with a microscope XY stage 26 to arrange a position specified as the position of the substance-introducing cell at a prescribed cell operation position corresponding to the position of the chip portion 58 of a chip-driving device 14 in the visual field of a CCD camera 46, and the cell membrane of the cell moved to the prescribed cell operation position is bored with a chip portion 58 at the tip of a needle 60 as a cell operation tool to thereby introduce the introduction substance suspended in a culture solution in the dish 16 into the cell. A picture corresponding to the observation range which is the observable range of a culturing device, a cell operation range which is a cell-operable range, in a state overlapped on the picture, and a position now observed by the observation means are displayed on a monitor 36.
