<P>PROBLEM TO BE SOLVED: To provide a fuel injection system reducing smoke emission caused by fuel injection from a second injection hole. Ž<P>SOLUTION: When a fuel injection amount from the second injection hole is the same as or smaller than a threshold value, opening of a swirling flow control valve is throttled to generate a large swirling flow. By this, a first spraying F1 injected first goes along an injection hole shaft FJ, is made to flow especially by the swirling flow (shown by a symbol S) when evaporated, and forms a combustion area N at a position deviating from the injection hole shaft FJ. After that, a second spraying F2 goes along the injection hole shaft FJ by the spraying penetration force and does not irrupt into the combustion area N with inadequate atomization.
