<P>PROBLEM TO BE SOLVED: To provide a substrate sheet for fixing a flooring material, which has an engaging layer capable of being sufficiently engaged with the flooring material. Ž<P>SOLUTION: This substrate sheet 1 for fixing the flooring material comprises a base material sheet 2 and the engaging layer 3 capable of being engaged with the flooring material; the engaging layer 3 has 220 g/m<SP>2</SP>or more particulates 3b; Mohs hardness of the particulate 3b is 3.8 or more; and a particulate diameter is 1 mm or less.
