摘要 Provided are a device and a method for effectively performing information compression by effectively removing a signal correlation in accordance with statistical/local characteristics of a video signal of 4 : 4: 4 format to be encoded.  The device includes a prediction unit and a variable-length encoding unit.  The prediction unit decides the most effective motion prediction mode among a plurality of motion prediction modes for each of the color components and detects and outputs a motion vector corresponding to the decided motion prediction mode.  When arithmetically encoding the motion prediction mode of each color component, the variable-length encoding unit decides an occurrence probability of a value of the motion prediction mode of each color component in accordance with the motion prediction mode selected in a spatially adjacent unit region and a motion prediction mode selected in a temporally adjacent unit region.
