PROBLEM TO BE SOLVED: To provide a destaticizer having simple constitution and capable of effectively eliminating charge on an outer circumferential surface of a photoreceptor, and a process cartridge. SOLUTION: In the destaticizer 10, a light guiding member 20 is arranged on the outer circumferential surface of the photoreceptor drum 7 so as to be opposed thereto, and a light source 22 is arranged on the side in the center axis direction (width direction) of the photoreceptor drum 7. The light guiding member 20 and a cover 21 with which the light guiding member 20 is covered such that a rear face 20B is exposed to the photoreceptor drum 7 are attached to each other through a double-coated adhesive tape 24. Since the double-coated adhesive tape 24 is composed of nonwoven fabric as base material, minute ruggedness is formed on its surface, and also it is arranged on an opposite side to the photoreceptor drum 7 relative to the rear face 20B of the light guiding member 20. Light guided to the light guiding member 20 is cast on the ruggedness on a surface of the double-coated adhesive tape 24 and diffused to change its advancing direction, and then goes toward the rear face 20B, the photoreceptor drum 7 being positively irradiated with light.
