PROBLEM TO BE SOLVED: To provide a controller controlling an operation state of an apparatus having a rotary switch from a remote place without changing a power wiring of the apparatus, and to provide a control method. SOLUTION: The controller 1 switches an operation state of an apparatus 20 having the rotary switch 66 for switching the operation state by a manual operation. The controller is provided with a communication part 2 receiving a signal for switching the operation state of the apparatus 20, a motor 41 rotating an axis for operating the rotary switch 66 and switching the operation state of the apparatus 20, and a control part 3 for operating the motor 41 and switching the operation state of the apparatus 20 when the signal for switching the apparatus 20 is received by the communication part 2.
