<P>PROBLEM TO BE SOLVED: To manage a position of a mobile radio terminal in an idle mode with simple system configuration. Ž<P>SOLUTION: When a mobile terminal 30 is wirelessly connected for the first time to a radio base station located in an assigned paging area, the mobile terminal 30 is position-registered in a fixed manner as a terminal under control by a paging controller 1. When the mobile terminal 30 in an idle mode is moved to under control of a paging controller 2 and wirelessly connected to the radio base station and a position updating notice containing an ID of the paging controller 1 is sent from the mobile terminal 30, the position updating notice is transferred to a relay centralization device 3 by the paging controller 2. An ID table of the paging controller 1 is retrieved by the relay centralization device 3 on the basis of the ID contained in the position updating notice transferred from the paging controller 2 and on the basis of a retrieval result, the position updating notice is transferred to the paging controller 1 corresponding to the ID contained in the position updating notice.
