<P>PROBLEM TO BE SOLVED: To certainly perform communication by a voice signal such as an emergency notification without necessity of reinstallation of a new base station even outside of a range of a wireless public communication network regarding to a mobile telephone terminal. Ž<P>SOLUTION: The mobile telephone terminal includes a wireless public network communication unit 100 with a function to transceive the voice signal through the wireless public network, and an individual communication unit 200 with a function to directly transceive the voice signal with other mobile telephone terminals without using the wireless public network. The mobile telephone terminal in the origination mode outputs the voice signal input from a microphone 1-7 to a transmission unit 1-16 of the individual communication unit 200, and outputs the voice signal input to a receiving unit 1-17 of the individual communication unit 200 to a speaker 1-7. The mobile telephone terminal in the relay mode outputs the voice signal input to the receiving unit 1-17 of the individual communication unit 200 to the wireless public network communication unit 100, transmits it to the wireless public network, and transmits the voice signal input to the wireless public communication unit 100 from the wireless public network to the transmission unit 1-16 of the individual communication unit 200.
