<P>PROBLEM TO BE SOLVED: To provide a hydrophilic member high in hydrophilic property, dry and wet flaw resistance and flexibility and excelling in antifouling property. Ž<P>SOLUTION: The hydrophilic member includes at least a hydrophilic layer on a base material. The hydrophilic layer is formed of a composition containing a hydrophilic polymer that contains, in one molecule, 30 mol% or more of a structural unit containing a hydrophilic group and contains at least one alkoxysilyl group. The condensation rate of the alkoxysilyl group of the hydrophilic polymer in the hydrophilic layer is 30-70%, and the number ratio of the alkoxysilyl group to a silanol group in the hydrophilic polymer (SiOR/SiOH) is 0.1-15.
