<P>PROBLEM TO BE SOLVED: To speedily retrieve a motion picture by reducing the quantity of information to be stored at a retrieval execution side and throughput relating to retrieval. Ž<P>SOLUTION: A database 140 time-sequentially stores, for each motion picture, a change point interval extracted in the motion picture. A feature amount extraction unit 200 detects change points from a motion picture inputted from a motion picture input unit 110 and calculates a change point interval. A feature amount collation unit 150 compares the change point interval extracted by the feature amount extraction unit 200 with the change point interval stored in the database 140 to detect a change point interval matched with each other and repeats predetermined times matching determination processing regarding whether or not a change point interval adjacent to the matched change point interval or a value adding change point intervals continued within a predetermined range from the adjacent change point interval is matched or not. On the basis of a result of repeating the matching determination processing, it is determined whether or not the motion picture inputted from the motion picture input unit 110 is matched to a motion picture corresponding to the change point interval stored in the database 140.
