<P>PROBLEM TO BE SOLVED: To perform smooth and efficient system operation in accordance with individual utilization situations of a distribution apparatus and receiving devices, in a home network. <P>SOLUTION: One or more functions (a tuner function and the like) and resources (terrestrial digital, BS, 110° CS and the like) of the functions are used, and in response to requests from one or more receiving devices, contents of the resources are distributed to the corresponding receiving devices. A distribution apparatus (e.g., NC2) includes an information storage means for storing management information and a means for distributing contents. In accordance with the management information, it is determined whether to respond to requests from the one or more receiving devices (NC1-NCm) for utilizing the one or more resources (whether or not resources can be utilized).
