PROBLEM TO BE SOLVED: To provide a developer carrier giving uniform distribution of triboelectric charges of a toner on the developer carrier and capable of suppressing occurrence of image failures such as blotch and ghost due to charge-up through repeated use, and to provide a developing device capable of giving a high-quality electrophotographic image. SOLUTION: The developer carrier comprises a substrate and a resin layer, wherein the resin layer contains an acrylic resin having a hydroxyl group and a quaternary ammonium salt group, a thermosetting resin having a hydroxyl group, and conductive particles.
