<P>PROBLEM TO BE SOLVED: To provide an insulation resistance detecting apparatus and an insulation resistance detecting technique for performing determination for lowering of insulation resistance without influence of voltage fluctuation of high voltage circuit and optimizing the time between generation and detection of lowering of insulation. Ž<P>SOLUTION: In the insulation resistance detecting apparatus 1 detecting insulation resistance 13 between a car body 40 and a high voltage circuit 2, which is equipped a moving average computing means computing moving average of amplitude of potential detected by a potential detecting means and an insulation deciding means deciding lowering of insulation between the car body 40 and the high voltage circuit 2 when the moving average computed from the moving average computing means is equal or less than a prescribed value, and the moving average computing means actualized by ECU 7 is characterized by possessing a sample acquiring time modifying means modifying the time requiring acquisition of sample of moving average process computing the value of moving average.
