A plurality of conductive via holes (81) are arranged on a part (a region on a light receiver (51)) where interconnecting via holes (53) are formed.  The conductive via holes (81) are arranged close to the light receiver (51) within a range where signal light propagated through an optical waveguide core (22) is not absorbed or scattered.  At the periphery of the light receiver (51), the via holes are arranged in a zigzag manner in plane view, surrounding the light receiver (51).
