PROBLEM TO BE SOLVED: To achieve an endothelial cell-proliferative material having selectively improved proliferative properties of a vascular endothelial cell. SOLUTION: The endothelial cell-proliferative material has a membrane body 32 formed on the surface of a base material 31, and formed by bonding carbons to each other, and a plasma treated layer 32A formed on the surface of the membrane body 32, and having nitrogen and oxygen bonded to the carbon forming the membrane body 32.
