PROBLEM TO BE SOLVED: To provide a measuring system and a clinometer capable of improving reliability of a measured value furthermore than hitherto. SOLUTION: A signal processing part 11 specifies an azimuth to which the clinometer A is tilted at a tilt angle measured by an acceleration sensor 9 by using both an output from the acceleration sensor 9 and an output from an azimuth sensor. The signal processing part 11 has an erroneous detection avoiding means 16 capable of setting beforehand as a set tilting azimuth, an azimuth wherein the clinometer A may be tilted by displacement of the ground surface, for determining as erroneous detection, when being tilted in an azimuth different from the set tilting azimuth. When determined as erroneous detection, the erroneous detection avoiding means 16 invalidates operation of a mode switching means 14 for switching an operation mode from a normal mode to an alert mode, even when a change of the measured value of the tilt angle exceeds the first threshold.
