<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of generating an output signal corresponding to an input signal during a standby mode. Ž<P>SOLUTION: The semiconductor integrated circuit can temporarily cut off power supply to a part-time core 122 during power supply to a full-time core 121. The part-time core 122 includes a synchronous circuit 161 including a number of registers 163. The full-time core 121 includes: a core gate circuit 151 for fixing an input/output signal to/from the part-time core 122 to a low level on the basis of an externally input core gate signal Gc; a latch circuit 152 to which an output signal from the synchronous circuit 161 is input via the core gate circuit 151, and which selectively passes or holds the input signal; and an asynchronous circuit 162 which generates an external output signal on the basis of the external input signal and an output signal of the latch circuit 152.
