<P>PROBLEM TO BE SOLVED: To easily obtain a state of an outbreak phenomenon even when a plurality of outbreak phenomenon information data are generated about one outbreak phenomenon. Ž<P>SOLUTION: If already received outbreak phenomenon information exists when receiving outbreak phenomenon information, whether the newly received outbreak phenomenon information is generated from the same outbreak phenomenon as the already received outbreak phenomenon information or not is determined based on the occurrence time and occurrence place of the outbreak phenomenon, and when determining that a plurality of outbreak phenomenon information are generated from the same outbreak phenomenon information, detection reliability information of the plurality of outbreak phenomenon information are compared with each other, and on the basis of high reliability outbreak phenomenon information having high reliability information, low reliability outbreak phenomenon information located downstream of the high reliability outbreak phenomenon information is deleted, and the low reliability outbreak phenomenon information arranged upstream thereof is spatially merged with the high reliability outbreak phenomenon information to generate one merged outbreak phenomenon information.
