<P>PROBLEM TO BE SOLVED: To provide a charging device which can prevent excess abnormal discharge generated near the entrance of a nip between a charging brush and a photo conductor. Ž<P>SOLUTION: By providing an insulation sheet at the entrance of the nip between the charging brush and the photo conductor, excess abnormal discharge is prevented from generating, and the surface of the photo conductor can be charged uniformly.
