PROBLEM TO BE SOLVED: To provide a means for suppressing power consumption in a radio base station of a mobile telephone. SOLUTION: A radio base station 6 is connected to a personal computer 4 set in a cell and a network 1, and is connected to a mobile telephone 8 within the cell by a radio communication portion 13 by air.
