<P>PROBLEM TO BE SOLVED: To provide a testing device for accurately and efficiently achieving a test accompanied by the extension of the terminal of a monitoring control system. Ž<P>SOLUTION: This monitoring control system for monitoring and controlling a monitoring target facility by connecting a plurality of terminals (RS) 13 and an IG server 10 through an IP network 11 is configured to test the IC server 10 accompanied by the use of the extended terminal by using a simulation terminal 20 simulating the operation of the extended terminal. The simulation terminal 20 acquires information necessary for test processing from the IG server 10, and simulates the operation of the extended terminal based on the information. A facility central station 12 executes the testing processing of the IG server 10 by receiving the processing result of the IG server 10 corresponding to the simulation processing of the simulation terminal 20.
