PROBLEM TO BE SOLVED: To provide a developer regulating member and a developing device, which regulate a stable toner coat layer and perform triboelectricity. SOLUTION: The developer regulating member 4 includes a sheet-like elastic member 4a disposed in contact with a developing roller 3, and a support member 4b supporting the sheet-like elastic member 4a.
