The VLAN communication range on a switch configuration setting can be specified at a high speed. An index creation processing amount calculation means (91) expresses a communication device by a combination of a VLAN-ID and communication device identification information and calculates index creation processing amounts for each communication device in a network to be managed, wherein the index creation processing amounts are used for creating an index that is a table in which a key communication device is made to correspond, as a value, to a communication device with which the key communication device can communicate.  A partial network specifying means (92) specifies each partial network from the network to be managed so that a total of the index creation processing amounts of the communication devices belonging to a partial network is equalized for each partial network.  A plurality of partial index creation means (93) create a partial index that is an index in which each communication device belonging to a partial network is set as a key communication device.
