<P>PROBLEM TO BE SOLVED: To provide a light-emitting device which has high heat resistance, light resistance, gas barrier property, and environment resistance, and to provide a method for manufacturing the light-emitting device. <P>SOLUTION: According to the light-emitting device, a primer 10 made of an acrylic resin having a gas cut-off property higher than that of a sealing resin portion 3 made of a silicone resin covers a substrate 2 and wiring patterns 5A and 5B formed on the surface of the substrate 2.
